Abstract:

Why did gradualistic transition approach achieve different performance among socialist economies in the 1980s? The model in this paper suggests that economic liberalization has two opposite effects on the size of rent captured by the government. The initial economic condition of a socialist economy determines the relative strength of the two effects, and consequently the performance of the transition. The model is used to analyze the relative merits of gradualism and big bang. The conclusion is that the logic of gradualism can not finish the transition toward market economy, and new constitution order and the rule of law are necessary.
